A whiff of fresh air

If you are nauseated by the rhetoric of the current parties, and are looking for some alternative to emerge and change the country and the political landscape, here is a new party:

LONG before the Rang De Basanti message swept the nation, a group of young IITians were already making plans to work for their country. Initially the young brigade, all under 30, had no plans of getting into politics and were just a group of friends who did social work.

"It was something that happened when we were doing this voluntary work that made us realise the need for change and launch Paritrana, our political party," says national general secretary Chandrashekar. The group was working in a village when members were attacked by local leaders who felt threatened by their presence. "That's when we realised that unless we have some power in our hands no change can be possible," says Chandrashekar. And so Paritrana came into being. Trana means pain. Paritrana means to relieve the pain. "That's what we've set out to do," says Chandrashekar.

He adds that the response to their movement has been overwhelming. "From 16-year-olds to those 70-plus, people have expressed their support. Our site has registered over 10,000 members who want to join our party!"

Paritrana is now all set to face the litmus test as it enters the big game this year by fighting elections in Tamil Nadu, Kerala and Pondicherry. "There's been tremendous response in Chennai, especially Mylapore.People are fed up with the administration and are glad they're not going to be exploited by us like they've been before. We've held two public meetings and the crowd has been very encouraging," says Shekar.

Paritrana will be contesting from 11 constituencies in Tamil Nadu and 12 candidates have been shortlisted. "A lot of people who sought candidature were IT professionals, they've been a major source of funds for us," says L Hemachandran, 25, general secretary of the party in Tamil Nadu.

It is high time that something like this makes an impact in our politics!

CNN-IBN-Hindu pre-poll survey

It is time to roll out the surveys and polls and much reading between the lines. The first important poll is out, the CNN-IBN-Hindu survey (Thanks to SambarMafia for the link).

The main results of the poll are:

A CNN-IBN-Hindu pre-poll survey predicts that it is going to be a very close race between the alliances of the two Dravidian outfits in the 234-member strong Tamil Nadu Assembly.

According to the survey, the AIADMK will get a 46 per cent share of the votes and the DMK 44 per cent. Actor-politician Vijaykanth’s party, the DMDK, is projected to get 5 per cent of the votes.

As many as 67 per cent respondents felt satisfied with the government. Only 24 per cent felt dissatisfied.

42 per cent respondents would like Jayalalitha to be the next chief minister. As many as 39 per cent respondents favoured M Karunanidhi for the post. Vijaykanth came a distant third in the preference list.

Vijaykanth, whose party will be the third largest force in the elections, could be the dark horse. He has managed to dent the vote base of almost all parties. According to the survey, 49 per cent of his support comes from the DMK base and 25 from AIADMK base.

Coverage in The Hindu as well.

My take on this survey:

These results are not too surprising. I would have expected ADMK to be marginally ahead in the polls. There are no major trends or swings sweeping the elections, so the parties would hold on to their bases and grab a bit of the undecided votes. People preferring Jayalalitha to Karunanidhi for Chief Minister is not surprising as well, given Karunanidhi's age and the uncertainity of how long can he rule and what will happen after his time.

One point where I disagree with IBN/Hindu is on their conclusions based on the percentage of votes. Hindu opines:
The current indications are that it will be the closest election ever fought in Tamil Nadu. It is also likely that the Opposition benches will have respectable numbers for the first time in the Assembly. If voting intentions revealed before the nomination of candidates hold until polling day, no single party will have a majority.
I think this is reading too much into the %age of votes. The reason is that the percentage of votes DO NOT translate into percentage of seats.

Even when the polls have been totally one-sided, the opposition parties have managed to win a decent percentage of votes. If I remember right, when Jayalalitha routed Karunanidhi the first time, DMK still got more than 30% of the votes or something like that. So, even if the two parties get 46% and 44% of the seats, it might happen that ADMK will still get a simple majority of seats.

The main reason for this is that our elections do not need a winner to win a majority of votes, and we do not have a runoff election to decide. We also don't have a way for voters to decide who is their second choice, third choice and so on. So, the parties may be in dead heat when it comes to votes got, but I still think one party (I am guessing ADMK, for now) will end up with a majority.

The next interesting point about these results is that 67% of voters are satisfied with the work of the current government. Tamilnadu polls usually have a huge anti-incumbency factor (which was missing only during the MGR reign). It looks like Jayalalitha's government has managed to overcome that big disadvantage. Surely, the various sops given in the past year would have helped.

Vijaykanth must be happy about these results. His party is getting 5% of the votes, which is pretty big for a party contesting for the first time, riding solely on the popularity of a single leader. If his 5% voteshare is not evenly distributed, but is concentrated in a few key constituencies, he will be a big factor in deciding who will win in those constituencies. I doubt that his party would actually win seats in the election, but getting 5% votes and becoming a registered party will get DMDK a lot more bargaining power the next time around.

The survey doesn't show Stalin in good light. 5% of people preferred Vijaykanth for the Chief Minister post, but only 1% preferred Stalin. Again, goes to show that Stalin has absolutely no charisma and popularity by himself. 39% preferred Mu.Ka for CM, so some of that will transfer to Stalin. But, DMK will take a major step backward if Stalin is at its helm.

Economics of subsidized rice

A lot of questions are being raised about the feasibility of the DMK proposed "Rs.2 a kg" rice scheme. As I wrote in an earlier post, it works out to about Rs. 540 crores a year. Now, my question is, why can't the government do this? After all, it will add to the deficit when the next budget is tallied.

1. Does anyone care about the fiscal responsibility of state governments? Who is supposed to monitor the deficits and make sure state governments fall in line?

2. Is there an upper limit on the amount of deficit a state government can have?

3. If the budget goes red, can a court dismiss the government? I am guessing that if a legislative solution is available, it won't be enforced since the legislature will be controlled by the ruling party. So, can a court do it? If not, I don't see any accountability at all. Atleast, until the next elections.

4. Are there credit ratings for state governments? I just looked up S&P ratings, there were entries for State of Tasmania, city of Toronto etc, but no entry for State of Tamilnadu. When will the credit rating for Tamilnadu fall off the cliff, at a deficit of 500 crores? 1000 crores? When will the state governement officially be of "junk" status?

5. In addition to (4), does the state government even borrow in the open market? Or, does its borrowings all come from the likes of World Bank/RBI?

6. Can the Central government invoke Article 356 and dismiss a state government, for failing to keep the budget deficit in check?

I don't know the answers to any of these, but it looks like the state government can do what it wants. It can rake up huge deficit, pass it on from year to year, and if the party loses the next elections, hand off the deficit to the successor and go. Scot free.

So, unless I am mistaken, there should not be any problems in implementing the Rs.2 a kg rice scheme. The DMK government can do that, as well as give away free Color TVs and more.

P.S. Former DMK minister Ponmudi has said that he will resign from his MLA post if their government doesn't give the 2 a kg rice within a month of their rule. Wonder if Kalaignar will also announce likewise :)

Round up

1. While reading news articles on Tamilnadu politics, especially in tamil, the language and the use of words give away more than the content itself. Reading between the lines helps a lot in this context. I found a good example of this, in this dinamalar article, the reporter writes on how the Congress-I party cadres are not happy with the candidates list. Apparently, many true workers of the party were left out, but rich folks got rewarded. The classic line in this article was: "Salem-1 thoguthiyai Suresh enbavar vaangiyuLLaar. " Ouch!

2. Mr.Peter Wuttings, who has promised outside support for HotMachiHot on the floor of the parliament, chimes in:

I think Mu.Ka. recruited Bagyaraj in a lame attempt to split the Kavundar
community votes which might otherwise be thought headed towards Vai.Ko. and Co.

Economics of color TVs

The Hindu has an article on the economics of Color TV promised by DMK.

He said there were 1.5 crore ration card holders in the State. Each cardholder was entitled to 20 kg rice a month. At present, it was being sold at Rs.3.50 a kg. If the price were reduced to Rs.2, the additional subsidy burden would be Rs.1.50 per kg. For the 30 crore kg that would be dispensed through the Public Distribution System, the additional subsidy would be Rs.45 crore. This would come to Rs.540 crore annually.

Explaining how the DMK would implement the scheme if it came to power, he said there was a total of 156 lakh families in the State. Of this, 53 lakh were below the poverty line. At Rs.2,000 a television set, and assuming that all those under the poverty line needed to be given one, this scheme would cost only Rs.1,060 crore. If the DMK came to power, it would implement the programme over two years. The Government needed to spend Rs.530 crore a year.

Stressing that the schemes would not be a burden on the State, he added additional resources could be mobilised by targeting revenue generating sectors such as liquor manufacturing and trade.

Going by this argument, if the government chooses not to give color TVs, say, then it can afford to give Rice at an additional Rs1.50 off. That is, they can give Rice at Rs 0.50 per kg!

At Rs 2,000 a set, what kind of TV will you get? If people are given the choice, I guess they will go in for Rice at 50 paisa, rather than a 14" barebones TV.

Wonder if the govt will also pay the cable TV bill.. hmm..
